Dr. Cicely L. Brooks is a transformational healthcare executive and nursing leader with more than 25 years of experience advancing clinical excellence, operational performance, and patient-centered care in large, complex healthcare systems. She currently serves as Senior Vice President and Chief Nursing Officer at Children's National Hospital, where she is a member of the executive leadership team and provides strategic direction, operational oversight, and financial stewardship for nursing services across inpatient and ambulatory settings.

Prior to joining Children's National Hospital, Dr. Brooks served as Vice President of Patient Care Services and Chief Nurse Executive at Wolfson Children's Hospital, part of Baptist Health in Jacksonville, Florida. In this role, she oversaw patient care operations for one of the region's leading pediatric healthcare organizations, providing clinical leadership for more than 1,000 team members and managing operations across acute, ambulatory, emergency, behavioral health, pharmacy, and specialty pediatric services. Her leadership contributed to successful Magnet and Joint Commission reaccreditations, achievement of Level I Pediatric Trauma designation, substantial workforce stabilization, quality improvements, and multimillion-dollar operational savings.

Throughout her career, Dr. Brooks has been recognized for building high-performing teams, leading transformational change, and fostering cultures of safety, reliability, and inclusion. She has successfully guided organizations through major initiatives including electronic health record implementation, emergency preparedness and disaster response, pandemic operations, patient experience improvements, technology integration, and large-scale construction and expansion projects.

Dr. Brooks earned a Doctor of Nursing Practice in Executive Nurse Leadership from Baylor University Louise Herrington School of Nursing, a Master of Science in Nursing Administration from Jacksonville University, and a Bachelor of Science in Nursing from the University of North Florida. She is board certified as a Nurse Executive through the American Nurses Credentialing Center and is a Fellow of the Advisory Board.
